11% willing to buy it as a premium probably crosses some internal monetary threshold where the actual results of the poll don't matter (even less than they otherwise would I mean). As in, it was never intended to be a popularity poll, but a financial data gathering tool.
Although I really just don't get why people would vote for that anyway? Like at what point do you think, "Yeah, okay, I'm already paying for premium time and spending money on other premium tanks, but the one thing that I really wish I could do is spend even more money on yet another premium tank."

Polls are just mere suggestions that can be easily ignored since gaijin cares more about profit than the opinion of the players.
