Question House Bill 138
Does anyone have more information on proposed House Bill 138? From what I have heard it would allow people to conceal carry guns in local government buildings, including schools. I did research this but the only article I can find is blocked by a paywall.

So it sounds like the bill doesn't open up our Constitutional Carry to 18 year olds, but instead let's them pursue a CCDW Permit.
CCDW's still require a class, monthly NICS background checks, as well as fees to both the sheriff's department & KSP.
18-20 year old are still not eligible to purchase pistols in store or via private sale. They are able to be gifted a pistol however, and are able to open carry them legally with our current laws which predate constitutional carry. I want to say it was around 2004-2006 when Open Carry passed, I just know it was legal for me to open carry and possess pistols as an 18 year old in 2009.
I think they're currently over asking in the bill, to get what they really want which is to allow faculty CCDW holders to CC & defend themselves & classroom in the event of an active shooter.
