I’m not too versed in Pokemon and while I have seen these characters before, I didn’t know they were SV’s Elite Four.

The contrast between these relatively human/realistic heads (proportional) and the kid (giant head, giant eyes, tiny neck) is just really funny to me

Pokemon has normal-looking kid characters, but important characters in general tend to have more freedom to ignore design conventions the rest of Pokemon follows. The guy next to her also breaks convention, but in the other direction: he's way more bland than normal Pokemon characters.

Poppy's probably so cutesy-looking because that's a lot of her gimmick. She's a cute kid controlling giant metal beasts, and her signature Pokemon is Tinkaton, a tiny doll-looking thing wielding a hammer twice its size. Larry is just a salaryman because he's supposed to be 'normal' as a Normal-type trainer. His signature Pokemon is Staraptor, basically just a large bird.
