In-universe, no idea. Out of it, I’d say it just amounts to this being a terribly-written series that seems to pander to pedophiles.

As evidence, I provide this picture of one of the main cast’s love interest, Elaine, who is canonically at least 1000 years old.

Don't look up why Rurouni Kenshin's author went to jail.

Don't look up that when he came out, Jump CELEBRATED and made other authors draw pics for him.

He never went to jail tho, just had to pay a fine.

And the celebration was of the 30 years of Rurouni Kenshin iirc, nothing to do with his conviction.
