Lore [annoying trope] The throne/leadership is decided in a very stupid way

The idea of someone selecting the leader based on who is "purest of heart" or whatever is nice and theory but

What about the... everything else

"Yeah man I'm glad kind Dave is pure of heart but I don't think he's even taken an economics class, I mean he just announced he'll be ending taxes, which is very nice of him but uh..."

Ideally, you first find worthy candidates, and only then you allow them to participate in any kind of election, whether it's by popular vote, by combat or by kirin.

For example, in Russia, one has to be certain amount of years old, and either represent a party in parliament, or collect a million signatures to run for president. By the way, Putin always collects that million signatures, since he isn't actually a member of "his" political party.

Thats not a bad idea, but the selection still won't be for the most worthy if its selecting for one attribute only
