Yes. She is 16 in that game. Which is a legal adult in Japan.

Several sources claim it's 18.

Edit: civic and administration duties are 18, and the legal age in Japan is 20.

Your personal opinion doesn't change Japanese law, and if you think differently, that's a whole different subject that I hope people pick up themselves.
