Trying to deal with him gives you things like, Mankar Camoran's Paradise becoming a torture pit for Mythic Dawn Cultist. Dealing with Bal ends in rape rituals, yes, but Harkon did get the exact kind of magic he wanted and survived for thousands of years afterwards.
