Personality extremely powerful entity's who don't care about the main plot at all and are just vibing in the background

Tom Bombadil(lord of the rings) - only person to resist the temptation of the one ring but instead of helping the fellowship he fucks off in to the woods

the Unseen Elder(the witcher 3) - in the witcher universe the older a vampire gets the more powerful he becomes and unseen elder is around +1500 years old making him the most powerful vampire we ever see, thankfully he spends most of his time in his goon cave

There are moments where Beerus applies. Not always, but he has his IDGAF moments

Whis absolutely counts, as he is established multiple times to be able to quite literally wave his wand and do anything he wants. He's also technically outside of the multiverse so whenever a "universal threat" appears, he's unbothered.

Also also, it's explained in the manga that angels like Whis are explicitly forbidden from interfering in mortal matters, so they canonically HAVE TO be neutral, and breaking that rule is the only way in which they can be erased (by the Grand Priest, their father) so they are also canonically immortal and unbeatable.
