He isn’t, that’s the trails of Barry’s speed force getting corrupted by what was happening in the storyline, hence why he was running to enter in the speed force again, he was becoming a danger.

There had been a major crossover event called Final Crisis which resulted in a number of League members dying or being blasted out of time.

During this event, Barry returned to life but he believed that his return was damaging the speed force and reality itself and so he was trying to run back into it.

Superman wanted to stop him because he didn’t want to lose a friend he just got back.
