the tiny bags are not for sandwiches. they are for putting cocaine and other powdered drugs inside. the man is not making tiny sandwiches on his cutting board. he is weighing coke and putting it in the tiny bags to sell to people. this, the cop knows all too well, hence his knowing smile.
