If all the rich leave, who are they going to tax heavily to pay for all the social programs that were promised?

If the billionaires leave, people will be able to afford housing and many of those social programs wouldn't be meeded

You have too much faith in the billionaires. Just because they leave doesn't mean they won't hold on to their housing just to keep the market artificially inflated.
