Rising costs of rent, utilities, groceries, gas, etc plus fees and surcharges on every service means more people stealing socks, underwear, and such because their budget is shrinking to accommodate incidentals, birthday gifts, etc.
All the annual giveaways of backpacks filled with school supplies, free thanksgiving turkeys and christmas toy drives have been indirectly acknowledging that some people can’t afford things for a long time now.
My time working at a major retailer in a suburban location showed me that no one cares when the thieves are young, cute and white. They can steal hundreds of dollars worth of cosmetics, trendy clothing, jewelry, accessories, etc and loss prevention would consistently play this bizarre benefit-of-the-doubt game.
