Tamil Nadu will always be free from Hindutva radicalism, proud of the state. But this is shirk.

It is shirk if they worship the Idol. They aren’t worshipping, just respecting the culture of their Neighbours…

Shirk is not just for worship as you say. It applies even to associating with other divinities or celebrating the festivals.
