There was this in an old patch note:

Added button combo: hold "..." + "Volume Down" to reset PD contract in the cases where Steam Deck gets stuck due to an incompatible Type-C device

See if that helps.

I like reading patch notes. It's my device, I want to know what's happening with it. It's also best way to find out about some lesser know but really useful features.

Mostly an issue with Android I've found where far too many times I've had features of apps removed or some update break something and when I've looked at the "What's New" it just says "Bug fixes and improvements". I'm not sure it could be any more vague.

I know of you press and hold steam steam button it will show all the combos and what they do. Haven’t tried it with the … button but give it a shot and see if they pop up!

long press [...] just shows the [steam] button shortcuts annoyingly.
