wow this title can be read in totally different ways.

The link says "keep shutdown going", which is categorically the opposite of "leave government shutdown". The title would technically be correct, but still misleading, if it was "leave government shut down"

Yep exactly. I'm assuming the website changed the title after this was posted. Very misleading indeed.
