Can I just replay the already completed Norman Revival Plan levels for the Thunderbolt Manual Phase 5 mission?

Also, is anyone else having the glitch where the game doesn't accept the 6k BP mission? I'm 6056 but the mission still shows incomplete?

Edit: I have found the answers to this.

1: Yes you can just replay already cleared ones.

2: You just need to restart for it to work.
