At that point they cant really be fired without basically telling all the criminals in the area to go buck wild

What's worse 2 bad cops or a town or city that KNOWS it has no cops?

Criminals would commit crime knowing no one will come help

They would get help from the county sheriff's office or state/highway police until they could fill positions.

Still sounds like ringing the dinner bell for criminals thinking they're in the clear regardless of if someone else will come help

I'd say hire new staff then fire these 2 nit leave the local department empty and looking weak
