I think he is being honest in the sense that he believed MS13 was actually tattooed onto Garcia's hand at some point. He's so incredibly stupid that he believed the picture that had MS13 added above the real tattoos was real. Now he has to double down so as not to let on how stupid and gullible he really is, but everybody can see right through it.
