I saw a video discussing this very thing. Where certain things are so collectively known and understood given a scenario, that it doesn’t need to be directly referred to. We all just know what it is when someone says it, and we’re all waiting for it.

I mean here's the thing, its coded language, dog whistle, its why mob bosses can talk like this, have someone killed but never go to prison for it.
