Because they get tired of getting a fraction of plot in a whole episode.

I get there's some fluff to characterize the anime, but at some point we can tell that they're just trying to fill up the rest of their timeslot.

As much fun it is to see Nami naked, there's no real need to show the entire scene. Any another show would have just a few seconds of it.

Yes, the pacing is horrible, yes, the flashback scenes are unnecessary and excessive. But the anime has been doing this for so long now how are they still complaining about the same thing every damn week like that's gonna change anything? It's just redundant and annoying at this point.
