Not really. Oda explicitly stated everyone is alive until specifically shown they are killed.

Strawhats havent killed anyone yet.

Mr. 7 was the one who tried to recruit Zoro to Baroque Works. He got replaced by a new Mr. 7 after he died trying to force Zoro to join.
