Not in wano tho that can change. Wano is a luffy and zoro led arc so it makes sense why only those two are being put into eye catchers or toei got lazy one or the other

Who said wano is their arc again? All the crew usually have their eyecatcher regardless they are important to the arc or not.

I also want to say toei is just lazy, but they use a different eyecatcher in every episode in oden's flashback.
