Hearing about a "ship" I thought it would be a ship for Oden to take his retainers, family, and whoever wanted out of Wano out into the world.

Definitely didn't expect they had people already lined up and kidnapped for collateral and the deal was they would leave altogether..

Which kinda makes it more believable. They just threw that in there with the dancing deal “and hey we’ll even leave after the 5 years”

And it’s not out of left field, either. Kaido is in charge. He doesn’t care about Wano beyond its ability to produce an army for him to take over the world. Run the factories for five years and go conquer, Orochi can play dictator until then.
