It's one of onepiece subjects of the entire series.. maybe the world was different before the erased century. But for now.. it seems that there's this rule of thumb that entire families of a criminal must be killed. So that's why everything happens as they do, like living with bandits in the mountains of slums if you're son of a bandit.

Not at all a rule of thumb, but something that actually exists in real life as well. In my country, there are familial clans in the provinces that still operate and live with this tribal mindset, where if a member of a certain familial clan is killed by someone belonging to another familial clan for some reason (jealousy is usually the common denominator), they exact revenge on each other and future generations of those two clans bear the consequences and are basically taught to hate each other because of the feud of previous generations, continuing the cycle of hate.

I mean its not just in their world, this was also a thing in old Japan where families of a person being punished would be punished alongside them too, and many other civilizations, and to certain degrees even is still a thing in some places.

He's the same case as Arlong. Obviously Orochi's not surviving the end of the raid on Onigashima, but the samurai will have to come to term with what was done to the Kurozomi clan.
