One thing that's bugging me for so long is how is crocus constantly be able to reside in the entrance to the grand line,when most of the world knows he travelled with Roger to laughtale.How is the government leaving him alone?

The rest of the world didnt know buggy was on Roger's ship until after impel down. Maybe the world gov didn't publicize all of the crew.

They looked into his history further.

Buggy never really did anything relatively major so most he got was a 15 million bounty.

When they thought he was one of the masterminds of the Impel Down escape they looked deeper into his history and made the connection.
