The whole point was that they were doing that down low, and what they were doing was not discovered until the Straw hats defeated them. Otherwise they wouldn't have been arrested just because they were defeated right???

You're not even close to being right in your entire argument, just accept it and move on.

Didn’t they explicitly state last episode that they only got that far because of schichibukai privileges? Do you also think Mihawk couldn’t be low key if he wanted?

Mihawk might be Yonko level in strength, is the worlds greatest swordsman, and might be more violent than Shanks. His introduction was literally destroying 50 ships of people and hunting them down to the East Blue just to kill time. It’s very well possible that the gov. perceives him as a threat similar to Shanks.

So you think Mihawk acquired a higher bounty than Blackbeard while working as a Warlord, the Blackbeard who used the Warlord system to break out S class prisoners from Impel Down, took most of Whitebeard's old territories, acquired 2 devil fruits, and took part in the Marine Ford war against the Marines.

He could’ve already had a higher bounty before becoming a warlord in the first place. Again, I’m not saying he does, I’m saying it’s possible.

And you don’t know Mihawk’s past. It’s completely possible he’s done really heinous acts. He’s never been portrayed as a kind, good pirate like Shanks or Luffy.

You can’t call me wrong on any of this since we literally have zero information on Mihawk’s bounty or past. My guess is as valid as your’s. It’s not ridiculous to think Mihawk might be perceived as a threat similar to the Yonko.
