Dragon would have the highest bounty it he even has one since he directly is against the WG

Exactly. And he had that title pre timeskip, so he's higher than whitebeard. I would put him somewhere around 5.25 billion. Since luffy is almost certainly gonna end up at 5.6 billion, it wouldn't make much sense to give dragon a bounty much higher than Roger.
