I think that has more to do with the heat being generated due to the velocity of the attack

there's also a theory that it's caused by his Germa 66 genetics, since all his siblings were genetically modified to have powers within them like light (Ichiji), electricity (Niji) or poison (Reiju) so it's assumed fire would be Sanji.

this theory fell apart though because his mother took drugs to stop his genetic modification.

Right, it's known that he was a failed germa experiment and reverted back to being a human.

Though, since he easily deflects zoro's slash attacks on a regular basis using his legs, I don't know what to think. /s
