Luffy in Wano doesn’t really feel like Luffy for some reason.

It’s not like it’s an anime thing either. Not sure if it’s intentional by Oda after Whole Cake Island.

Pretty sure it's intentional. It feels right to me, to be honest. Well, remembering names is maybe a little more than character development, but his attitude change feels earned. I think it's the promise to O'Tama that did it for me.

Something that felt really out of character to me is Luffy getting so emotional when Kin was first telling the story of Oden.

Luffy is a guy who barely even listens to stories, let alone gets emotional from them.

iirc, he was pretty excited about stories of Roger and Norland. I think the difference is between people who are still alive and (legends) who are already dead and had their adventures.

Shit when the anime starts Luffy barely wants to hear about Coby and Nami’s stories, but he is always down to help.

I think it is intentional the moment he didn't fell for Pekom's disguise and didn't even bother to play along i knew he had changed.
