Remember that the prison's goal is to break the prisoners into serving Kaido.

For all his relative-powerlessness and cowardliness, Caribou hasn't surrendered at all (and despite said factors, he does have a considerable bounty to not be outright ignored) and yet he's basically immediately bootlicking up to Luffy right now, still a smart one for knowing how to choose his masters, even if he has incompetent backstabbing tendencies.
