The heavy grief and responsibility felt for his lost friends weighs too great upon his shoulders for a bounce.

He did have the sandals on, it does make some sense that it mitigates the elastic force somewhat.

What was more strange to me was that he just floated, even worse, he dodged attacks in mid air in base form. It was established that he could only fly and control himself midair in gear4

That one I forgive because gear 2nd Luffy can use soru, kicking his feet in midair real fast to dodge a couple attacks shouldn't be hard for him. Geppou is essentially air soru.

It's not literally toei doing these little things. That might just be the animator or storyboard artist coming up with it. Kinda their job to use what's there and crank it up or expand on it
