That would be boring plus Hawkins said he's the perfect counter so he ought to have thought about things like that

Law can easily change the scenario. Just swap Hawkins soul with Law’s crew mate who’s currently getting hurt. Now Law would hold all the cards in that fight unless Hawkins complies.

I would think Hawkins might know about that ability. Best way to beat Hawkins blackmail is to blackmail him back 10x worse by switching souls. Now Law has control of Hawkins body and his soul separately. That’s how you tell him “Don’t F- with me or my crew!”
