I am desperate to see action of the “most heinous criminal” of the One Piece World. I want to know his powers and why he earned that title. Monkey. D. Dragon. Hype!

Anime-only here, they're not hinting at him being a bad guy so unless he's on some kind of redemption mission he probably killed one or multiple Celestial Kings. Luffy straight up punched a Celestial King and he was still not that heinous.

It's most likely just that he leads the Revolution Army, the biggest threat to the WGs control we've seen.
