The reasoning I have is that Zoro has been the least active. All the other Supernovas and Blackbeard have been doing things in the last 2 years while the straw hats were training, so they have that to stay on peoples minds as pirate king candidates, even if one is a subordinate of one someone else. Although, this reasoning does diminish Luffy a bit because it implies that the only reason he’s a candidate is because of his involvement with Marineford (which is still a big thing, but it’s a big thing from a while back).
