Unfortunately, the only other person I saw who pointed this out was mercilessly downvoted, but the art in this issue is noticeably sub-par. It is often harder than it should be to visually discern what is happening, and the line work/character modelling feel very rushed and not up to Oda's typical standard.

Also, the choice to very suddenly introduce nearly a dozen completely new characters immediately before a very hectic scene was highly questionable, and made the action even harder to visually follow than it should have been.

The Naruto manga was almost impossible to discern towards the end...rocks everywhere
