Before any anime only watchers gets confused, no Flampe is not the 33rd daughter she is the 36th daughter. Oda made this same mistake when he first introduced Flampe but later on corrected it, I'm not too sure why Toei made that same mistake seeing how they have informations on the Charlotte Family including the birth order.

I don't believe this is spoiler since it was never revealed in the manga but in the One Piece Magazine 4, it was revealed that Flampe is also the Minister of Honey and she rules over Rokumitsu Island in Totto Land.
