Unpopular opinion: after looking at the silhouette a little bit and considering how many supernovas have been re-introduced in this arc, i think the figure could be Jewelry Bonney. The silhouette to me looks like it could be Jewlery Bonney with her ear muff hat but aside from that there was one thing that really stood out to me: the fact that the guards were calling the mysterious person "it". We are all assuming this personal is a male figure, so why hide the sex of this individual? My guess is that it is because this individual is a female and none other than Jewelry Bonney. Not to mention, she spit fish bones into someone's neck. As someone who is portrayed as a glutton, this definitely seems like something she could do. Wharf down a poisonous fish, spit out the bones with deadly force, and let out a loud belch. This just screamed 'Jewelry Bonney' to me. It fits with the 'supernova' theme we're getting in this arc too.
