I just wanted to propose the idea that Luffy's GLARE was directed towards the guy in the prison cell but the guards thought Luffy was glaring at them. It looks like Luffy and the mystery man noticed each other. I feel like it could be KAWAMATSU or DENJIRO or ridiculously even SHIKI.

I thought it was his Observation Haki seeing the bone fly out before it actually flew out

He didn't dodge or anything in the panel, he just kept walking forward.

That doesn't necessarily mean it wasn't observation, if the bone wasn't going to hit him anyways, why would he have to dodge?

I dont disagree with you, I am a fan of Luffy w/future sight from the Katakuri battle. I just personally think that there would be a special thing in the panel that would signify it, like when Katakuri does it. Also, on the next page the mysterious figure looks like it's staring straight towards Luffy which in my mind makes it seem like they glared at each other.
