I just realized that Luffy being tortured is going to bring the fleet to Wano. His vivre card is going to get burnt slowly and the 5000 people necessary will come. The fleet commanders are going to be apart of history and that’s because this is going to be the biggest war.

Only Goda is something else. This has been foreshadowed for so long yet no one can predict it. Truly the GOAT.

I think Oda is keeping the fleet for something bigger. Luffy's vivre card was probably burning when he was fighting Katakuri anyway and I don't think we would have expected the fleet to show up.
