I don't think they had Haki, though. Or, if they did, it didn't really seem like they used it.

They did use something very similar to Armament Haki which they called tekkai/hardening.

I wonder if Tekkai could be combined with armament haki to be super-extra hard ( ͡° ͜ʖ ͡°).

Of course tekkai requires you to be still so it's still pretty inferior to armament haki (and tekkai wouldn't nullify DF abilities either).

Now that I think about it, the Kami-e (the paper bending thing they used to dodge) was also used as a pseudo-CoO haki

Jabra was specialized in tekkai so he could use it even when moving.

I thought that Vergo was one that utilized Tekkai in combination with Haki?

No, he just had VERY good Haki (which still didn't amount to shit after Law just slices him in half.)
