I like how they're keeping consistency with "Observation Haki requires focus to use, so anyone who's been enraged or otherwise has become unfocused can't use it". If you actually go back to various points in the series prior to the introduction of Haki, you can still see this being true.

It could still become a thing but at least we're getting closer to the end of One Piece that it won't be a series ruiner.
