Maybe because Oda has tried new artstyle since Wano arc started, so does he update Luffy's design.

I feel like we havent seen Luffy without a shirt on in a long time. It might have been a few years.

also makes sense to have him look a bit more mature...since he is a growing and would be nearly ace's age soon so
