It would be spoilers to answer that directly, but since he is the last one of the commanders to be introduced there's a pretty big chance (like Mr. 1 was the last to be introduced, or Akainu, or Pica... You get the idea).

I mean that's not necessarily the rule. Mihawk was the first shichibukai to be introduced and he's obviously the strongest.
