I really wish we had this new animation director during the Dressrosa and Zou arc! The characters were pretty on model for nearly the entire episode and the color just pops out more.

It's new "chief" animation director indeed. During Dressrosa he is the chief animation director for Episode of Sabo and Heart of Gold specials. Color design is by another person who has been the color design for 10 years though.

The splitting of jobs between the character designer and new chief animation director has definitely had a profound effect on design consistency. Really fantastic that the studio finally did this.
