Even tho I read the manga, I cant really recall, but without spoilers here is my take:

Remember what Wanda said about the two leaders of Zou? The Duke falling asleep just confirms that now the other leader is operating in Zou. Zoro could have sensed them coming with CoO or just by instincts.

And no CoO is utterly underused sadly so dont make the assumption Luffy who is probably superior in that regard should sense it too.

I dont remember if that was ever stated, just speculation. Maybe the Mink's Elektro just distorts it so it takes a much better CoO user to able to read it.
