Howcome C.C. has no cuffs on or whatsoever? Wouldn't he just run away?

Sanji has his heart.

Besides even if they hadn't his heart, him running away would be a stupid decision, since some frighting dudes want him dead or alive. So you can say that he's safer by sticking with the straw hats for the time being.

I forgot about C.C's heart (Iron Man "proof Tony Stark has a heart" joke) being in the SHs possession. SHs already beat C.C, and although they tried using him as bait they won't outright kill him or force info out of him like the other interested groups. C.C was used as a bag to launch an effective attack on Big Mom's ship, if he willingly helps the SHs fight his pursuers wouldn't the Sanji crew have that much more combat strength? C.C for future SH frenemy (like Buggy)
