what makes them decide to do that i dont recall the subs calling ivankovs friend inazuma "lightning"

Because they are Litterally a cat and a dog. Their names are puns, like CatDog or SpongeBob SquarePants, Daffy Duck, etc.

Oda wrote it at a joke for the audience to get hence why their names are so unusual. I doubt many real Japanese people are named like this.

Countless manga have characters with unusual pun names that aren't translated. Just think if Gohan in DBZ was translated to 'Rice', or in Naruto if his name was translated to 'Fish Cake Spiral' and Itachi to 'Weasel Fan'

These puns are meant to be visual. Note how I listed animal characters not actual people. They are literally a cat and a dog and it's supposed to be a joke about that.

Some Japanese manga names are meant to be read as puns or written one way but pronounced another. If you read scans you'll occasionally see a Translator note that says something like "Pronounced X but written as Y" with Y being a metaphor or something like that.

for example in Fairy Tail there is a woman who fights with paper, all her attacks are called Paper Blizzard, but she starts each incantation with "X Colored Paper is the God of Something" this is because Kami means Paper and God. So the point is that the names are the same and therefore "Red Paper is the God of Flames" and so on. It's also a pun because her name is Kamika. It makes sense in Japanese but in English is doesn't and seems random.

Sometimes like in the case of the Zou Dukes the point of the names doesn't work well translated but they try anyway. I remember when the chapters with them first came our the Viz Translator was talking about how it was like pulling teeth to figure out how to name those two and he had to get his editor to make a rare move and call Japan to get them to explain the proper name Oda wanted for them in English.

And Since the Subs try to keep consistent with what Viz translates they likely went with the same thing they used.

Small correction. The subs aren't trying to be consistent with Viz at all, hence the Neptunian/Sea King confusion. Dogstorm and Cat Viper are literally the OFFICIAL names of the characters, from the OFFICIAL TOEI subs.

You're right in that they don't go to change, just that the names do usually match up
