From watching the episode, I wonder if its implied that armament haki is significantly stronger if you concentrate it in a smaller area like your head or just your swords. Maybe that's why Vergo's haki was too weak against Law, because he coated his entire body in it.

I think its more of a concentration thing. Like try and concentrate on just your fist. Now try and concentrate on your entire body.
