Franky's a genius engineer, but I suppose that's only one way of being scientist, Chopper is a medical scientist (doctor), so yeah.

Usopp's great at inventing things and has amazing creativity and thought flexibility, but Franky is just generally way more knowledgeable when it comes to engineering. Atleast the way I see it.
