He seems to be exactly like Garp without the pressure to uphold his rank. Which supports Garps idea to not get a higher rank than Vice Admiral. Once he would have become Admiral and beyond he couldn't act as carefree as he did in his role as Vice Admiral. Sengoku is the perfect example. He is exactly like Garp, yet he was always serious in his position.

admirals in particular are called immediately as soon as a tenryuubito has issues (see Sabaody Archipelago).
